VILLAGE OF PEWAUKEE VILLAGE BOARD MINUTES
March 7, 2023

1. Call to Order, Pledge of Allegiance, Moment of Silence, and Roll Call
President Knutson called the meeting to order at approximately 6:00 p.m. The Pledge of Allegiance was recited, followed by a moment of silence.

Roll Call was taken with the following Village Board members present: Trustee Ed Hill, Trustee Bob Rohde, Trustee Kelli Belt, Trustee Chris Krasovich, Trustee Jim Grabowski; Trustee Craig Roberts; and President Jeff Knutson.

Also Present: Village Attorney, Mark Blum; Village Planner, Mary Censky; Village Administrator, Scott Gosse; Village Clerk, Cassie Smith.

3. Approval of Minutes of Previous Meeting

a. Minutes of the Regular Village Board Meeting – February 7, 2023
Trustee Krasovich moved, seconded by Trustee Rohde to approve the February 7, 2023 minutes of the Regular Village Board meeting as presented.
Motion carried 6-0-1; Trustee Hill abstained.

a. Discussion and Direction on Proposed Changes to Residential Infill Overlay District
Planner Censky provided background information and explained that the ordinance modification to the Residential Infill Overlay District has been requested by Trustee Hill. This current ordinance was adopted in 2020 and two properties have had this overlay district added. These properties fit within the intent of the infill overlay zoning district. Trustee Hill noted that his updates as provided in the agenda packet would only apply to future developments. The changes requested are due to preserving resources that cannot be reproduced, such as land. Hill reviewed his updates with the Village Board. Trustee Roberts explained that the start of the Infill district was due to the strategic planning process noting that some properties that were difficult to develop. Developable land in the Village has constraints so this district was developed to help ease hardships associated with these types of properties. Discussion followed regarding the remaining properties that would fit the Residential Infill District, the future of these properties, and the possibilities of other property development.
Trustee Hill moved, seconded by Trustee Belt to Recommend the Proposed Updates Back to the Plan Commission with the Addition of Proposing a Minimum Percentage of Lots that can be Below the Minimum Square Footage of Lot Area.

b. Discussion and Possible Action Regarding Closing Village Hall on Monday, July 3rd, 2023
Admin Gosse explained that several years ago the Village Board approved closing Village Hall on July 3rd provided staff uses PTO and this would not be granted as an additional holiday.
Trustee Grabowski moved, seconded by Trustee Krasovich to Approve the Closing of Village Hall on Monday, July 3rd, 2023 Subject to the Employee Using Their PTO.
Motion carried 7-0.

c. Discussion and Direction on Regular “Class B” Liquor Licenses and “Class B” Reserve Licenses Related to State Quota Limits
Clerk Smith gave background information and explained the research regarding the State quota limits. Trustee Grabowski stated that this is a topic of concern; there have been interested businesses that want to come to the Village but there are no full liquor licenses available. The direction given to the Clerk was to poll surrounding communities regarding their willingness to sell a reserve license to the Village and at what cost.

d. Discussion and Direction on Email Newsletter Options
Clerk Smith explained that staff utilizes several means of communication such as the phone greeting, the website, and utility bill inserts to provide information to residents. Discussion followed regarding how to reach the estimated 40% of residents that do not get the utility bill. The consensus was to continue with the utility bill insert and look into options for an electronic newsletter that residents can sign up for.

e. Discussion and Possible Action on Proposal for Professional Engineering Services for 1010 Quinlan Drive Water Reservoir Rehabilitation
This item will be presented at the next meeting.

f. Update on Fire and EMS Fee Research and Fire/EMS Contract
Trustee Rohde gave an update, stating that the negotiating team met and multiple items were brought up regarding the future contract. The next meeting is this Thursday, March 9. The Village Board will be discussing this contract at a future meeting in closed session.

g. Monthly Approval of Checks and Invoices for all funds – January 2023
Trustee Hill moved, seconded by Trustee Rohde to approve the January 2023 checks and invoices for all funds, except the library, as presented.
Motion carried 7-0.

Trustee Roberts moved, seconded by Trustee Grabowski to acknowledge the January 2023 check and invoices regarding the Library.
Motion carried 7-0.

9. Citizen Comments
None.

10. Closed Session – The Village Board of the Village of Pewaukee will enter into closed session pursuant to Wis. Statute Section 19.85(1)(e) for the purpose of deliberating or negotiating the purchasing of public properties, the investing of public funds, or conducting other specified public business, whenever competitive or bargaining reasons require a closed session, specifically regarding Riverside Preserve Developers Agreement and regarding a consulting services agreement with Baker Tilly US, LLP.
Trustee Grabowski moved, seconded by Trustee Krasovich to move into Closed Session at approximately 7:35 p.m.
Motion carried on Roll Call vote, 7-0.

11. Reconvene into Open Session
Trustee Roberts moved, seconded by Trustee Rohde to reconvene into Open Session at approximately 8:10 p.m.
Motion carried on Roll Call vote, 7-0.

a. Possible Action on Riverside Preserve Developers Agreement
No action was taken.

b. Possible Action on Consulting Services Agreement with Baker Tilly US, LLP
Trustee Hill moved, seconded by Trustee Krasovich to Approve the Baker Tilly US, LLP Services Agreement as Presented, Not to Exceed $28,000.
Motion carried 7-0.

12. Adjournment
Trustee Grabowski moved, seconded by Trustee Roberts to adjourn the March 7, 2023, Regular Village Board meeting at approximately 8:11 p.m.
