Village of Pewaukee Village Board Creates A Transportation Utility

The Village Board of the Village of Pewaukee has created a Transportation Utility after reviewing funding options for the Village’s transportation system in 2020. After reviewing information related to a Transportation Utility, the Village Board determined that the establishment of a Transportation Utility with fees based on trips generated by property uses (i.e., retail, restaurant, office, fuel sales, industrial, etc.) is the most appropriate method to equitably provide the necessary funds for the maintenance of the Village’s roads. User charges through the Transportation Utility will provide a dedicated source of funds for the maintenance, construction and reconstruction of the transportation system under the jurisdiction of the Village (i.e. – does not include State or County highway systems). Revenue generated by the Transportation Utility will be used only for the following purposes: 1) pavement preservation activities; 2) street construction and/or reconstruction activities on Village streets; 3) sidewalk maintenance, construction or reconstruction; 4) street lighting and appurtenances; 5) traffic control and signalization maintenance, construction or reconstruction; 6) pedestrian facilities; 7) structures used for the storage, maintenance and repair of operational equipment; and 8) related administration costs. All fees collected for the Transportation Utility will be accounted for in a separate fund.

The 2021 Base Fee (annual per each account) is $15.74 and the Usage Fee (per-trip rate) is $1.28. This equates to an annual charge of $27.84 for a single-family residence or $6.96 per quarter as this fee will be added to the quarterly utility bill. **(SEE UPDATED TRANSPORTATION RATES USING LINK BELOW)** All developed properties in the Village pay the Base Fee while the Usage Fee will change based upon property use and size of the buildings on the property. For example, commercial businesses that generate large volumes of traffic will pay more than a single-family home. The estimated traffic count is generated based on a model using nationally recognized data developed by the Institute of Traffic Engineers. The first Transportation User Fee charge will appear on the third quarter utility bill to be billed in October 2021. The fee will be determined annually by the Village Board as part of the annual budget process. The Village uses the Institute of Traffic Engineers (ITE) Land Use Code defining the property use to assist in generating the average daily trips for each property.
