1. Call to order

Pewaukee School District Representative, John Gahan called the meeting to order at 1:00 p.m.

2. Roll Call

Present: Waukesha County Representative, William Duckwitz – Budget Manager; Pewaukee School District Representative, John Gahan – Assistant Superintendent; Waukesha County Representative, Jane Kittel - Vice President of Finance; Village of Pewaukee Representative, Village President Jeff Knutson, and Village of Pewaukee Public Member, Chuck Nichols

Also Present: Village Administrator, Scott Gosse; Village Clerk, Casandra Smith; Village Attorney, Mark Blum, and Brian Ruechel, Robert W. Baird

3. Approval of Minutes - February 9, 2021 Meeting

President Knutson moved, seconded by Chuck Nichols to approve the February 9, 2021 minutes as presented.
Motion carried 5-0.

4. Discussion and Possible Action on Joint Review Board Resolution #2021-01, Resolution Formally Approving the Creation of Tax  Incremental District No. 3 in the Village of Pewaukee, Waukesha County, Wisconsin

Mr. Duckwitz asked if there were any material changes since the last meeting.  Brian Ruechel stated that since the February meeting a public hearing was held and the Village Board and Plan Commission have approved the resolution and the two changes were the addition of the wording of "not to exceed" the amount of $3,335,000 and there was an increase in the estimate of the sanitary sewer improvements of $95,000.  Mr. Ruechel stated that the cash flow proforma has been updated and the financing was approved by the Village Board on March 2, 2021, for a total amount of $2,130,000 with a closing date of March 23, 2021.  The debt has a maturity date of July 1st, 2022 which can be called in on December 1st or as early as September 1, 2021.  Administrator Gosse stated that the findings of facts were included in the packet and the sanitary sewer improvements were increased because the Director of Public Works felt more comfortable with an increase of $95,000 when analyzing the original estimate prepared last fall.  Mr. Ruechel responded to Ms. Kittel, there were no public comments at the public hearing.
William Duckwitz moved, seconded by Jane Kittel, to approve the Joint Review Board Resolution #2021-01, Resolution Formally Approving the Creation of Tax  Incremental District No. 3 as presented.
Motion carried on roll call vote 5-0.

5. Adjourn

John Gahan moved, seconded by William Duckwitz, to adjourn the March 9, 2021 meeting.
Motion carried unanimously at 1:11 p.m.
